IATE Term of the Week: Inadvertent roaming

From Thursday 15th of  June 2017, roaming charges in the European Union no longer apply, meaning carefree traveling and non-stop calling for all mobile users! Nevertheless, some people living at narrow border zones also received roaming charges even if they were staying at home and the question is if they will be also covered under the new regulation. It is in this context that the term “inadvertent roaming” was chosen as this week’s IATE Term of the Week.

In 2015, a review for the European Commission concluded that national wholesale roaming markets are not working well and need regulatory intervention. It therefore proposed a regulation establishing the maximum level of wholesale roaming charges that telecoms operators can charge each other for calls, text messages and data, to take effect from 15 June 2017.

One of the frequently asked questions at the Digital Single Market page of the European Commission is referred to the problem of inadvertent roaming.  The question, provided by several users, does not include though the exact term of roaming but only the description of it. In such regulations that the users – citizens need to recieve clear, detailed and helpful information, terminology is so essential for this to be achieved. Unfortunately,  users – citizens are not always as well informed as expected which results to misunderstanding or omission of information.

According to the Body of European Regulators for Electronic Communications (BEREC) “inadvertent roaming is when the signal from a mobile device is picked up by a different network without action by the subscriber.”
