IATE Term of the Week: Digital Decade Policy Programme 2030

On 14th of July 2022, the Commission welcomed the political agreement reached by the European Parliament and the Council of the EU on the 2030 Policy Programme “Path to the Digital Decade”. The aim of this programme is to set up a monitoring and cooperation mechanism to achieve the common objectives and targets of Europe’s digital transformation as set out in the 2030 Digital Compass. Implementation of large-scale digital projects involving the Commission and the Member States is also included in the goals of the programme.

The framework for the Digital Decade encompasses the Digital Decade policy, the Digital Decade targets, the objectives, the multi-country projects and the Digital Decades rights and principles.

The digital Decade policy programme will allow the EU and the Member States to work together to reach the Digital Decade targets and its objectives. Every year the Commission will publish a report to take stock of the progress made.

The digital Decade targets are measurable goals for each of the four areas: connectivity, digital skills, digital business and digital public services.  The key to this vision is 5G: the digital Decade sets a goal for coverage of all populated areas by 2030 and regards 5G verticals as digital transformation enablers for businesses.

The Digital Decade objectives will guide Member State actions. The Commission will inform about the Member State’s actions in the annual report.

The multi-country projects will allow Member States to pool investments and launch large-scale, cross-border projects that would contribute to achieving the targets set for Europe’s digital transformation. The Commission has identified an initial list of multi-country projects, which includes several areas for investment: data infrastructure, low-power processors, 5G communication, high-performance computing, secure quantum communication, public administration, blockchain, digital innovation hubs, and investing in people’s digital skills.

The Digital Decade rights and principles reflect EU values, which have to be respected in the digital world.

Thierry Breton, Commissioner for Internal Market said:  “It is important for Europe to embrace the Digital Decade in order to ensure our digital transformation is successful. To achieve this, we must prioritise the development of highly- skilled engineers, increased connectivity across the continent, and improved infrastructure for our SMEs. By focusing on key technologies such as 5G, cloud computing, and microelectronics, we will work with Member States to achieve our goal of resilience and autonomy by 2030” (8.01.2023).
